That's a truth table for implication.

The statement "p implies q" is only ever false when p is true and q is false. This is because "p implies q" means "whenever you have p, you also have q." The statement is automatically true if p is false because the state of q doesn't really matter in that case.

The rule can be read as "If you have a vowel (p) then you also have an even number (q)"

The first card has a vowel (p=true) so if the rule holds, the other side must have an even number (q=true).

The second card has an odd number which means that if there is a vowel on the other side, the rule is false.

The other 2 cards don't need to be checked because showing you D means p is false and no matter what q ends up being the rule is already true; and 4 means q = true, therefore no matter what p is the rule ends up being true also.
