You finding the super secret document that says Ulfric could potentially work with the Dominion explicitly leaves out the idea that Ulfric is working with the Dominion. This means that the exclusion of Ulfric's involvement with the Dominion VERY LIKELY means that he isn't fucking working for them. No, what the Thalmor want is a drawn out war between the empire and the stormcloacks. A quick end to the war like what the Dragonborn ends up doint settles things and lets them act independently which does not mean they can't have a peace agreement afterwards to fight the Thalmor.
Why would the Thalmor even have the peace treaty in the first place? Given that according to the lines in the game they were stronger, winning and the Empire was about to crumble. Why let them recuperate to have another war later, when they could have finished it then?

The whole thing happened because Ulfric couldn't stop being a huge babby about not being able to worship Talos openly. That gave the Dominion an excuse to force the empire into allowing the Thalmor to enforce one of the provisions of the white gold concordat.
Basically the Dominion was just enforcing one of the things it got through the treaty: stop worship of Talos, or at least don't let us see you do it.
