Not entirely true. Pharah certainly has the advantage against junkrat in both offense and defense.
However, with skill a junkrat can still hit his direct nades or evade using mine, or a combination of the two. I actually think the pharah/junkrat matchup should be the model matchup for 1v1 counters.
Too many matchups are uninteractive. Winston vs Mei 1v1 is literally you shift jump out or you can't dps her fast enough to avoid being froze. Winston vs roadhog is also roadhog favored with very little input or skill from either player.
There's nothing wrong with counters, except when they create situations where skill is unable to produce an upset.
