Requiem was interesting for a few hours until you reach like 25 in a skill and start completely decimating enemies again. At 50 in a skill you're basically a walking god.
And of course it has the perpetual TES problem of being able to just grind for specific skill levels being a horrible system that should have been thrown away a decade ago but casuals like it.

Graphic, story and quest for most part sure. Combat is shit in both. And skyrim open world shits all over witcher 3 question marks with three enemies and nothing to do otherwise. Replay value is better in skyrim too.

Nothing can fix the god awful engine, but there are mods that fix all of the other problems you listed. But I'm not going to spoonfeed you. Everyone else had to go to hell and back to get their Skyrim just the way they wanted it and so do you.
There are like 15 different combat and perk overhauls each of which do radically different things. There are overhauls that add location damage, timed dodging, that improve the enemies AI, etc.
It's up to you to sift through the thousands of options available and pick what you like.
In the current sea of absolutely shit games the one thing that Skyrim has going for it is that I can literally make it whatever kind of game I want to an extent. If I want to role play as a sex slave cum slut who gets raped and traded, I can do that, if I want to play as a hunter who needs to spend time hunting, skinning, and cooking while fighting off disease and wildlife, I can do that. If I want to sling fireballs at faggots and watch them burn alive in higher quality than any other game on the market can even begin to compete with, I can do that. The only limit is your competency and hardware for the most part.
Skyrim's a shit game, but the only thing preventing it from not being shit is your willingness to fix it.
