I thought it was ex-Metroid Prime developers with Inafune being the producer.
I figure this game is just the remnants of Armature's cancelled Mega Man game repurposed into a new IP.
Assuming Inafune and Comcept in general are just handling the business side and not development side, it might just have a chance of not reeking.
