The fact that all the different "nations" had memorable, well thought out philosophies and organized structure is amazing as shit. Fallout 4 tries to be a story about how a population deals with new technology but it's so generic and so predictable that even a person like me who loves the "do androids dream of electronic sheep" trope didn't enjoy it one bit. Low skill doesn't affect spread, that's an inherent feature of every gun save a few. It does affect weapon sway and steadiness, though, and guns with the highest skill requirement have the lowest spray. Getting rid of spray is dumb.
