Reaper is just as OP as Mei in close quarters. You absolutely cannot run away from a reaper once he gets the drop on you, much like Mei. You have time to shoot Mei and Reaper but both scenarios give you a little window of opportunity.

There are a number of characters who can turn and kill Mei before she can finish freezing them, even solo. Reaper, Tracer, McCree, Roadhog, even Zenny to name a few, hell even 76 can kill her before she gets a freeze. Alternatively, you can use your movement skill to simply get out of her range: 76 can just sprint, Lucio can either bounce her back or just speed boost away, etc etc. Alternatively again, you can simply stay near enough to a teammate that they can provide support. You don't even need to kill the Mei before she freezes you, just give her incentive to iceblock/fuck off, then you and your team know where she is, and the flank is no longer particularly threatening.
Getting caught alone, with no movement skill, while playing a character with a lacking offense to kill her is entirely your own fault. Mei is a mediocre to bad flanker against good players, her strengths are in stalling and utilizing her wall to either block troublesome shit (ult/Bastion) temporarily, or splitting off a loner so your team can kill them easily.
The only adjustments that should be made to Mei or Bastion are things that impact fun for other players while never nerfing their overall effectiveness, because neither are particularly powerful characters at the moment.

The absolute BEST Bastion there is, is Payload bastion, with a shield Reinhardt and a mercy behind him because that can REALLY fuck up your day and you need decent coordination to bust it up.

It depends on the health, if you can get a guaranteed kill after your swift strike go ahead and use it to finish them off since it auto cools after kill. Use swift strike to engage if you know you can reflect back, or use it to harrasss and run away and throw shurikens.

Requiring the use of a mandated, COOLDOWN ABILITY to not fight, but simply ESCAPE from a character's PRIMARY FIRE is NOT okay, especially since she is still wildly useful outside of close quarters unlike McCree.
