The problem with the dnd 9 point alignment grid is that unless you are building an individual or organisation using them as a base point things get wonky fast.

The is no LG in New Vegas.
The Followers are Neutral Good. Their goal is manking betterment and knowledge, from within a larger organisation or not, they are comfortable.
Kings are obvious Chaotic Good, loosely connected people, with a will to better their community. Also clearly not fond of the big materialistic empires (NCR and HOUSE) that could restrain and lower their freedoms.
Lawfull Neutral is the most staffed, with NCR, House and BoS. Rigid dictates from either the Codex, House, Or the NCR leadership. NCR and House have eventual plan for manking should it be united under their banner, mostly security and stability, the classics of LN
Neutral would be the indiferrent colonist, like People from Goodsprings and Primm. Mostly just living their lives in the Mojave.
CN would be the Khans. Fierce individuality, fighting for their way of life, no fear of aggression, etc etc. Dean and the think tanks are also here, free spirits
LE would be the Enclave and Legion, regimented lives with conquests and domination as the focus. No second guessign on cruelty if it brings the goal into view.
NE The Van Graffs. Use their connection to NCR for further power, but quite happy to go around NCR law and blast some competitors if it advances them. 100% self interest = NE
CE is Raiders and Fiends. Easy
Boomers are between LG and LN. Compartimanted life for sure, and a strong millitarist ethic with a defined goal, but Pearl is quite willign to ask for help to ameliorate the life of her charges
The most simple way to clarify end alignments is as such
Lawful is collectivist and more ordered under a group morality and strict code of justice
Chaotic is individualistic and more under what is felt and thought by and individual without regard for the group or and sort of code of honor
Neutral is between the too focused almost solely on their secondary alignment above all else. IE NG is just good with no regard for the group or individual. NE is evil without regard for selfishness or oeginization. NE is best described as a primal predator like a minataur who kills to kill.
True neutral is the average person, generally looking out for themselves with exceptions so far as family or some other factor.

With all perks it's close to 70 dmg per bullet. Highest armor is in the 20's to low 30's
It IS one of the most powerfull gun in the game, with the Holo, YCS, Medicine Stick, etc.
Even the highest armor melts to it.
