If the PS4k specs have already been finalized, there's no way it does 4K on modern games, at least on decent settings.
Unless they're planning to use hardware that is still in development and production will start in 2017, with a 2018 release date.

The Order is not very good. The setting is cool and the visuals are very solid but the gameplay is mostly walking and listening to exposition and then occasional Gears of War style cover-based shooting.
