The gears blow up when they come into contact with anything. Dizzy commanding them would do nothing, so that's why we had that big battle sequence isntead. If they can kill them before they blow up then it's all gravy. The biggest weirdness is that Dizzy is free, you'd think she'd want to go out and say Hi to her Jellyfish Pirate friends or Testiment or even hover around Ky's house or hang out with her Son but she's completely absent.

That's why JACK-O is so important, That Man managed to steal her away before her adjustments could be finished making her the perfect vessel for Aria to inhabit as herself instead of as the crazed gear Justice. The commander, before he was turned into Tager had one last request, that Kokonoe never tell Bullet what happened to him, Kokonoe, however was forced to break that promise due to the state of the world and Bullet won't quit hounding her, Bullet's final act ends with Kokonoe telling her the whole truth about Tager, we do not see Bullet's reaction to this. It is confirmed that she viewed the commander as her father figure and Tager still has no memory of Bullet but he feels like he has to protect her against Azrael, who, as you know, is unaffected by the embryo's memory wipe due to him being already sealed in closed space prior to it, the way he got into the embryo was litterally punching his way out of his dimensional prison and letting himself get dragged into it. His goal now is to fight the black beast it'self and as such, he turned Arakune into his bitch and started feeding him Noxs then beat up Terumi to learn the exact process of how a black beast is born.
Fun note: There is a black beast rampage going on in the background of Es stage, however this black beast is not Ragna and it looks like the one from xblaze meaning it's possibly Touya
