Widow can one-shot 16 of the 21 heroes in the game anywhere in her LoS once every 1.5 seconds, and she can select embedded targets to pick at leisure (you know, like the healer who can revive their entire team if she isn't killed first). It's a bit of a meme, really. Anything past 1600-2000 or so DPI will go to waste unless you have a freakishly high resolution setup (likely involving multiple monitors), so don't fall for the 5k+ ones. 800-1200 is probably enough for your needs. I play Widow (well) most of the time, and although my mouse goes up to 3600 I only use 800 and about 6 in-game sensitivity.
I wouldn't worry about even something like 400 DPI as long as you can comfortably do a 360 with a wide sweep of your arm. Just put the in-game sensitivity as low as you can handle and set your scoped sensitivity to 0 so it matches your normal sensitivity. Also avoid playing in windowed/borderless fullscreen if you have multiple monitors.

If anything, it highlights that the maps aren't balanced well rather than the character herself being busted. Widow is just extremely good on a lot of maps because they allow her to be.
