No, it wasn't just the lack of storymode that kneecapped SFV, the game still has many problems that deter many people from playing, learning or in general putting time and getting into the game (eg. no ragequit punishment, huge matchmaking downtime, laggy matches, no key rebinding or direct input, no region filtering, no decent tutorial) and those are not getting fixed anytime soon. This is more like giving a broken car a new coat of paint.

After this year content plan is done they need to fix the game, rebrand it as Super SFV, and relaunch with a couple more characters. Along with it also a free to play version with only a few characters and have others unlockable or purchaseable.
After that it's just a matter of dumping costumes packs non-stop which gives free players incentive to spend money.

Zangief has some bad matchups and I as a ryu player think he's free but I've seen some gief players online destroy me with their reads and strategy.
