Yes, max level commercial and max level residential zones produce skyscrapers, and there are oneoff Monuments that can be much bigger. For example, you can see the huge office on top of my hill in the distance here.
With mods you can put pretty much any RL buiding in as well.

What is the proper way to start off a city? I tend to have all my people living on one side of the starting plot and have industry on the other side but the problem is that I place these things far away from the main highway (so the roads don't congest and bottleneck the highway entrance) and my citizens need to drive huge distances to get from work to home and vice versa and it just doesn't feel right.

I think the Combine Tower is about a km tall, and I have that in one of my cities instead of a police station.

Tropico 5 is a bit better than Tropico 4 since it has more variety. It has a high requirement of knowing how buildings interact though as you progress through the ages.

of course this could only work at the highly urbanized city level, but it would make cities more friendly for pedestrians as well as the handicap since they would have elevators that service them to get them to the pedestrian path/Car level/subway running underneath
