So we can all agree that the Doom movie from 2005 is pretty much pure crap. How do you make
a good Doom movie though? What needs to be done? Story? Actors?

People need to realize already that some titles on other media formats do not translate well into movies, or vise-versa. Nor is getting a film adaptation some superb recognition and milestone that everyone should aim for.
Not every game needs to have a movie.
Plus, they could'v made it about, oh I don't fucking know, DEMONS instead of fucking down syndrome

doom was all about this big story of what was going to happen when all we wanted was to see someone kill demons for an hour.
I think it could work as a sort of music video/violence porn short(ish) film.
Industrial Metal playing with gratuitous violence (all practical effects) playing out with Doomguy killing hordes of demons in creative cinematic ways.
Throw in a barebones plot (oh no, demons) and keep Doomguy silent and maybe faceless.
Get creative with the violence, cool shots and editing techniques, basically make it a showreel of stunts, gore effects and cinematography.

action does not mean storytelling inaction. develop the world and the characters through the things they do rather than long scenes of guys standing around talking

Make it literally just like Hardcore Henry, ft doomguy from the doom series. And demons instead of dudes and robots.
And slightly less story.
