No, it wouldn't. Heavy rain is full of holes and just generally not a very good story to begin with. If anything, a thousand movies exist that do everything that heavy rain does, but better. Hell, heavy rain is pretty much a B-rate wannabe killer movie in its current form. Making an actual movie wouldn't change anything.

i think you could maybe do a splinter cell movie, but you'd have to take big liberties with the cast, and nailing the tone of the original games requires a pace that'd (again) be way too slow and low-key to fly with hollywood's current incoherent-cg action boner
