Ulfric and the storm cloaks made some riduculous claims about taking on the Dominion solo, even though Skyrim wouldn't stand a chance on its own. Even the whole might of the empire would have a difficult time in another war.
More importantly though, Ulfric is a traitor. If you dig around in that one mansion, you find secret Thalmor documents that have him listed as an active asset. He sold out the Empire and Skyrim to the elves when he was captured and he squealed like a pig. Wether intentionally or unintentionally, he is playing right into the Dominion's plans the whole time by dividing the empire, and given the evidence it's easy to reach the conclusion that Ulfric is still working for the Thalmor. His head deserves to roll.
