Literally the first thing that most people heard of regarding Battleborn was that it was a flop that no one was playing. The shit-tier marketing is what really killed it. They were never gonna be able to compete with Overwatch either, so they really should have emphasized the MOBA aspects of it to try to win over some of the people that are sick of DotA and LoL by now.
Also, the visual design is terrible, and it's almost physically painful to look at, so it makes an awful first impression.

Abilities having cooldown is not a MOBA specific feature. It doesn't define the game nor genre.
A MOBA feature is like assaulting a base with creeps.
