Really depends on what you want your game to be.
Alot of people just want Vanilla+

I lied, I'm not a newfag, It's just embarrassing having to say you don't know how to mod. I literally have no idea about how to use NMM or put mods in my load order.

Might want to keep a fresh backup of your game files handy, depending on the amount of mods you want you'll run into problems eventually.
Start out slow and read carefully so avoid conflicts.
Actually getting mods to run is easy if you are using a program to do it for you, lots of guides out there too.

Dont use NMM, use Mod Organiser. It will keep mods out of the original directory and load then over the vanilla files with virtual folders
Inlt things that shoukd really go into the game's directory are the script extender and enb, mod organiser can habdle everything else.
Download all your mods and sort the zip files into folders by type (textures, graphical effects, gameplay overhauls, rebalances, quest content, bug fixes, restored cut content, and make sub folders if there are compatibility patches for the mods your're gonna use. This way you can make a merged folder before you even show it to mod organiser orthe game.
Id recommend keeping to the unix philosophy and avoid having mods like project nevada that try to touch every part of the game, you get more issues that way. I liked the slowmo and sprint from Project Nevada, do i got standalone plugins for those abilities that work fibe with jsawyer'smod (which is much more focused on balancing strictly). Just think modularly.
Learn how to merge your leveled lists.
Refer to Step and /fog/'s stickies.
Lookup the secret stash mod. It adds songs from the quest names to the radio, cant play NV without MY KIND OF TOWN CHICAGO IS.

Also dont get a crszy enb, get one msde to match your weather mod, i think enhsncrd shaders jusy adds effects on top of the vanilla pallet.
