Pretty sure Nihon Falcom did an interview like a decade ago detailing why they don't bother with PC anymore. They even covered some of the details that lead to a massive downturn in games on PC across japan in general.

I don't know if there plan is to fix up Joyoland's release or do a new port, more likely they'll use the existing version. Falcom seems to keep rights over what happens with their projects outside of Japan, so that makes it all easier.

There have been a few PS3 to PC conversions recently (Way of the Samurai 3 & 4 for instance), so even though it's unlikely Falcom will do it, maybe XSeed can team up with someone who will.

Sora and Crossbell are very specific cases where the programming side was less intensive, and better options don't really exist.

Way of the Samurai is on Gamebryo, so probably not very intensive to port. They didn't have to translate it either, piggybacked on other companies in both cases.

Ghostlight is part of Midas, which banks on importing low budget titles for EU. most of what they do is repackage and publish.
