While Rein can't fight a sniper on his own, he's one of the best characters for shutting down a sniper. They can't shoot through your shield, and it takes a while to break the shield with sniper fire. If everyone stays behind your shield and pushes in, it forces the sniper to have to get reckless and move further in to find an angle to counter you.
Of course, if someone else on their team moves in and takes your shield out, you're back at square one.
