True 1080p HD and improved controls would be a start. I actually think the method of free roaming exploration and storytelling is some of the best I've seen in gaming. Those should stay the same. But just improve all the mechanics that were used in RDR. In other words, do for RDR3 what Redemption did for Revolver. Which is no easy feat.
As for personal wants, bring back Tall Trees to be 10x bigger and more detailed. And replace the endless desert with some open plains. Something similar to Grass Valley/Reno area in California (where a lot of western movies/tv shows were filmed).

I'd be fine as long as it doesn't focus on the actual Civil War. Hundreds of western movies/tv series had characters following 'the war'. Though since the games take place in a quazi reality with different settings, actually referencing the Civil War would probably pose a problem. They'd just have to refer to it as 'the war'.
