That's because Winston is built for for chasing down small squishy guys with 200hp, not zapping her 500.
The range and spread on D.Va's machine guns along with her slow movement while firing makes her more useful against larger, slower targets like Winston.
Sure you can sneak up on someone and do some heavy damage before they notice you but that heavily relies on your opponents being unobservant and having poor positioning.
This is why I say Winston is more consistent for the job.
I love playing her but it's clear she needs a little more distinction to her set.

it was Zarya shield.
Zarya shield and something else - I can't remember what, will negate all the damage od something even if it destroys the shield. I think it's Winstons shield.
DVA ult will break the shield but since it's all one damage source, it will absorb all the damage.
Pharah ult is multiple sources of damage, so a Zarya shield will eventually break and whoever is under it will take the full brunt of the remianing damage.
