I like VC the most, but SA is probably better.
III is most rough around the edges and the worst of the bunch, certainly.
I have a bias. GTA III is my favourite game of all time.
But I'm pretty sure it has the best atmosphere for a TON of reasons, but I can see why someone would argue the same for Vice City.
Shouldn't it just be VC vs SA? I don't see why anyone would choose III other than to be contrarian.
VC has best story, atmosphere, and characters.
SA has best sandbox for just fucking around in.
I like III most but SA is the best, looking at it as objectively as possible.

San Andreas was a great fucking adventure with a fun story. Hands fucking down. The only real downside is that the funnest parts are in Los Santos. Also while VC also has a great OST, San Andreas cant be topped.
