The dual pistols were added as a joke in 1.6 and have remained since because of popularity. However to out weigh the rate of fire and ammo capacity they are just about the worst against people with armor. Low armor pen, and low damage per shot.
The spray patterns can all be learned. There is some variance in where shots land, but at a perfect standstill the spray for a gun will always follow a pattern. Simply move your mouse opposite of this pattern to group all the shots.

No one complained about this shit in 1.6 or Source.
Hell, no one complained for the first year GO came out.

The rng people complain about on first shot is less than a 1% deviance at the ranges you should be holding with your rifle. The reason for that chance to miss at longer range is so snipers actually have a purpose. If at long range every rifle was 100% accurate no one would scout, or awp. Then at that point the balance falls apart.
