The thing is that the classic puzzle focused RE games were revered by a very small group of people. Like a venn diagram between Point'n'Click adventure fans and horror movie lovers. The vast majority of gamers like only one or hate them both. So when the budgets were getting bigger the audiences had to expand as well which wasn't really that possible with survival horror games.
