Because it's Japan. NISA, XSeed Games, and every other localization company doesn't even bring 5% of what is out there to America. America lacks games, so Sony thinks it can just do whatever it wants.
Also since it Japan, they ignore almost all of the available games in favor of overpriced mobile games, because unlike Americans, they actually have a telecommunications infrastructure that isn't a century old.
