There is no big mystery. The developers put up a mural on Mt. Chuliad or whatever it's called with a Jetpack stating that you could somehow access it if you did a bunch of stupid shit. No, there isn't a jetpack and there never will be because they're winding down their support of GTA Online in order to work on other projects (probably the next GTA)
ARGs and other stuff like that stop working when you can go through the files and find whatever you want.
