Several core developers said they will most probably upgrade the tickrate but they are in " wait and see " mode. Given the amount of obvious bullshit this low tickrate is causing and they want to have a ranked/competitive scene its a matter of when not "if"
You can play 60hz in customs. It would be more expensive to Blizzard to have all the games run at 60hz, so it's a matter of when it becomes financially feasible, assuming it's technically possible.
Blizzard said they're monitoring the situation and we'll likely hear more about a tickrate upgrade sometime after ranked launches later this month. Many more players will clamor for a better net environment for their precious ranked games.
