Part 2 gets good in the second half, but the first half still hasn't reached the levels of stupid required for the show to be entertaining. Araki is a really, really, really, really, really bad writer, and as such the first 2 parts suffer greatly because he put more of an emphasis on the plot. The third one strips down the plot and makes it simple for some episodic dumb fun. He's good at coming up with fun characters and powers, and number 3 has those in spades, whereas part 2 only gets that stuff towards the end. Joseph is fucking great though.

He's good at writing comedy and, too an extent, action - I agree. The action bit I have to disagree on somewhat because, although he can write a hype scene, he's heinously inconsistent with character powers. There are absolutely countless times in the series where you're left asking "why didn't they just use that power that its established that they have". He's also very inconsistent with characters - Dio and Joseph aren't really anything like their previous selves in Part 3.
What he's fucking terrible at writing is plot.
