The concept designs from MM2/X2 onward always came from children's contests in Japanese gaming magazines, the only exceptions are when Nintendo Power ran a design contest and two of the designs (Knight Man and Wind Man IIRC) were selected for MM6

Yup, Windman is from the US and Knightman is from Canada. Exception-wise, Tenguman and Astroman were both by Inafune and the MM&B ones (I think) were by Ariga. 9 and 10 were all designed in-house, though the Blademan and Solarman from the NP collection >>340117084 mentioned were close to the fan designs.

Well not just him. Hitoshi Ariga, the manga artist for Megamix did Burner Man and Dynamo Man.
The rest of the MM&B ones were made by other manga artists for other Mega Man Mangas.
Koji Izuki: who did a standalone MM8 Manga, as well as the &Bass manga and the MM10 one designed Cold Man and Pirate Man.
Iwamoto Yoshihiro who was the one that did the X Mangas designed Ground Man and Magic Man
