johnny is a fucking shit tier character, he's always been bad in every single guilty gear game and none of his moves feel like they fit with any other moves he has. He's a long range poking character with bad mobility that wants to get up in their face to be effective and who has all of his moves either move him closer or only work in close range? What? Only reason anyone gives a fuck about him is because he looks cool and is voiced by wakamoto.
chipp, pot and axl are very fundamental guilty gear characters that fit into specific fighting game character niches, something you need to consider when you have very limited money/dev time to make a game in a brand new engine/graphic style

Johnny is one of the most popular GG characters. People love him and the only reason you don't see him more in certain games is because he is often underpowered. Now that he's strong in Xrd, you see a shit ton of him. Elphelt, Millia, Sol, and Eddie are still in the game and still extremely strong too. There is good reason why people flock to Johnny. I'm not really sure what your problem is with his game design. What makes him interesting is that he isn't one dimensional and easily categorized like some characters. His dash is one of the most unique things about the character and it combines really well with his combo starting grab.
Also Pot is a classic example of shit fighting game design. Classic grappler design will always be bad. At their best they are just forced 50/50s that result in you losing half your health. At worst they are just giant punching bags that force you to lame the match out, which is often times easy to do but extremely boring. The only people that like grapplers are grappler users, but no matter how good the character is they'll always whine about bad matchups and beg for buffs.

I enjoy hybrid grapplers too and I enjoy using grapplers in general to some extent, but I still think their design philosophy is almost always shit. Every now and then I think their design is interesting. Though low tier, I like Hugo's design in SF3 because it goes well with the parry system. If you're amazing at parrying, you can convert reads into huge damage off grabs. It's much more interesting than just "lol if he stands on his wakeup this grab is gonna get him!"

Is potenkim that much of a classic grappler? The only times i see people using hsi grabs are for punishes or after cancelling his dash. I play potenkim sometimes and i almost never use his grab unless it is on specific situations, you can't even grab after a wakeup properly. Them again i also like he is one of the few characters who has a command grab in the game

Being able to threaten with the prospect of a grab is as important as actually using it, you need to get the opponent to a point where they start expecting you to throw out something they can block then give them a wake-up call with a grab next time you have them thinking you're about to feint
