Is there a way to run this without the frame limiter and not have it be full of wonky/broken interactions?

Yes all the old GTA games have a frame limiter since a lot of interactions are tied to the frames.
Sprinting on a bike or swimming for example are bound to how many button presses per frame you get in, which makes both of these actions extremely hard/slow when you run this on modern hardware and get like 80 FPS.

frame limit set to 30 fps causes no issues
frame limit set to 60 fps can cause some spottable physics glitches, but nothing influence gameplay. Completed game at 60 fps with no issues.

Diving is broken because of the slow swimming speed, better turn it off for that one diving mission
If you have an old Intel Mac you can find a torrent for it. I played it on OS X Snow Leopard years ago and it ran at 60 FPS unless it got intense, like if you were flying.

possible. I had maxed out lungs capacity by that mission, so I might've not noticed.
