just because it has those things does not make it an rpg, that is like saying any game that has a progression system is an rpg
like farcry or battlefield, or cowadoody.
GTA is an action adventure game, by genre.

RPG's are dungeon crawllers with a loot system generally.
and JRPG's are their own subgenre
