Even if that's a neat trait, it just kind of cements that there's nothing about him that's constant other than being a crocodile. It makes him kind of nebulous as a character when his primary trait is that he's basically always turning into different characters.

I'd say his element is something along the lines of being a Saturday morning cartoon villain who concocts different schemes each week (game). Not a great or defining element but that's what I always think of when I think of K.Rool.
And if we're being honest villains like Bowser and DeDeDe aren't very consistent either. They're all kind of blank characters meant to be molded differently for each game they're in.

I don't know about that. Bowser has an obvious fire theme going on and kidnaps princesses. Dedede is a glutton with a big ass hammer and apparently taught himself to copy a few of Kirby's powers. Those elements are present in nearly every one of their appearances.
I mean, changing every game helps keep things varied, so I can't say it's a bad thing.

Dedede and Bowser are very fun villains and charismatic. K.Rool sucks, the constant bloodshot eye, the huge belly and constant identity changes did nothing to make him interesting at all. I remember the Kremling from Diddy Kong Racing more than K.Rool himself. Mainly because Krunch fucking sucked as a racer and had shit handling
