Turret placement is a big part of playing Torbjorn but the other thing is that she can't really beat him 1v1 either. Assuming he has armor, he's too tanky and is fully capable of one-shotting her. Just finished a game where we had 99% on control center and the enemy turned into 3 McCrees 2 Tracers and a Lucio.
I've seen a team turn 5 Tracers and a Lucio as well to keep that overtime on garden as well.

If both teams are a bunch of randoms, defense usually has an advantage because it more or less forces the players to cooperate because they have to work in an enclosed area.
If both teams are groups, it really depends on whoever gets a better chain of ultimates going, but as the offensive team really only needs 1 or 2 good pushes to win, it favors them.
Other than that, it comes down to the map and individual skill level.
