7 is the best of that gen since the story is pretty good for the majority of the game and the materia system is the tits.
8 is second best cause of the interesting setting but story went to complete shit after disc 1. Has some of the best music in the series, slick fmv's, and a cool mini game.
9 tried nothing new and played it safe by going back to the classic setting instead of sci-fi like the previous two and only a few memorable scenes with slooooow combat and a terrible card game but it has second best Cid so fuck it.

The same can be said of VII, IX and Tactics honestly. A staple of the FF series is they starts off with interesting settings and a rich backstory. Then 'lol plot tweests!' out of nowhere kill everything they built up.
The exception to this is Final Fantasy IV, which is stupid even in the first 5 hours.

I mean if we're going to be calling 9 shit for its story and characters, they're all shit. 6 was the only FF with good characters in Terra, Celes, and Locke. And even then that's only a couple out of an ensemble cast. 7 and especially 8 are in no meaningful way better than 9 in terms of story and characters.

There isn't a a way, besides staying as low as possible is the best since enemies scale to your level. There are some drops though that drop from enemies at a certain range but they're pretty much all low level ranges anyway.

Dead characters don't receive xp. For best results, use Quistis's Degenerator to kill enemy groups instantly and grind in the Islands Closest to Heaven/Hell (google it if you don't know where that is on the map).
