They are the NATO symbols used to identify units, since they're drawn on a tactical map easier. Once you get used to them, they really are the better alternative than actual models (as in CK2/EU4/V2). Every single guy who got into HOI2/3 loves them and is very used to them.
Howver, Johan would have none of that. He literally hates his current fanbase and is doing everything in his power to attract a new one and replace it. Their forums were FULL with "at least give us a goddamn option to switch back to NATO counters". No, not even that.
The reason is that they're too afraid of a streamer, youtuber or someone sharing pictures to share a pictures with those NATO symbols (pic related), since that would make the game look strange to them and lose a potential customer. And for that, they fucked their whole fanbase for the franchise up to actively banning discussion about that on their forums
Those counters are actually far easier to earn than they look like.
