Despite what Nintendo and NISA would have people believe, a girl in a skimpy outfit, even if she's underage (the ESRB probably wouldn't have been told details about her real age), isn't going to bump up the age rating past a T. Even with the sexual themes in that scene, it's not M-rated material, since it's all presented as a silly joke, rather than something actually titillating. I've read interviews with ESRB evaluators that say that context is important to them.
