The timing is pretty important. They release games on the platforms with more hardcore otakus who'll pay high prices which have no or less piracy than PC, then after a few years when sales drop there, they drop them on Steam and start cashing in for steam sale bucks

There's no reason to be exclusive anymore unless you're being paid by the console maker. Especially when you're a small, incredibly niche game like SK it's beneficial to be available to as many consumers as possible, and PC is actually the easiest platform to port to, as well as being the most open so it doesn't require any licenses or special devkits.
There are still some holdouts but don't expect that to last very long since even if it's not a lot of money, not being on PC is still leaving money on the table.
