Points B and C are off there, the hardware manufacturers seem to be on board with Linux and Vulkan they're sick and tired of Microsoft dictating what features they get to expose to their customers and while Linux gaming may be a small percentage of total users Linux is utterly dominant in the work station and high performance compute market.
Steam Machines were never going to be an instant success because as you say Microsoft suppresses the progress of the PC Gaming industry through their domination of the primary gaming API. If Vulkan and SDL can catch on among developers it will go a long way towards fixing the problems with PC gaming.
The best chance for Linux gaming is now here with Microsoft force upgrading people against their will, and preparing to discontinue support for new hardware on their old operating systems. PC gaming as we know it can't survive a tablet style OS which is exactly what Windows 10 is.
