No, that would still be a crackable DRM. The only uncrackable DRM is stuff like Diablo 3 that has code executed remotely and is effectively an online game. For that you need an emulator server: it's not impossible to do, but depending on the complexity it's very likely it will never be 100% accurate.

I can't get a stable 60fps for some reason. I managed to on the first two levels aside from some weird moments where I died and after a loading screen my fps would tank until I restarted the game.
On level 3 (the foundry) I get around 30-45 fps using the lowest settings. Changing the rendering resolution doesn't increase my frame rate at all. My CPU meets reccomended specs and my GPU is above minimum.
I'm at 3 hours played so I can't refund but I also can't play an FPS at less than 60 frames. What the fug do I do?

It's a bug with the shadows. For some reason and area with lots of dust/smoke effects will tank your framerate. The are a lot of different fixes posted in the forums, including deleting your cache and reloading or changing the shadow quality settings back and forth while alt-tabbing.
