Go to Firelink and it's beautiful (the same with the crystal cave). Lots of other areas and it looks [and runs] like asshole.
PC's armor looks good all the time, though.

And yes, 3 has the same problem too, with the area you mentioned. Carthus Catacombs look shit too.
Though, 3's bad areas aren't as bad as 1's in regards to quality drop. 3 is overall more pleasing to the eye.
