Counter Strike GO and other online games also cause the download to pause.

Only PS2 and PSX don't affect downloads.

It IS possible to download, and play another game. However if the game has any sort of online connectivity, you cannot, and some other games do not allow it anyway because of limited system resource. So some games you can play while other things download in the background.

I think you can force it to download in the background if you initiate the download and then sign out of PSN, but not disconnect form the internet. You can play a single-player game and it should still download. I don't know if this works for all games.

The entire OP is taking grievance with how PSN works.

This entire problem, which is linked to the PS3's online capabilities, is inherently a PSN problem.

Except in the case of DLC stopping a download, which is the fault of the developer for making the DLC communicate online even when it isn't necessary (because reasons).
