Spellcasting builds can be fun but the most effective """meta""" spells are either buffs or boring straightforward projectiles. There are some fun spells like the farron flashsword, sacred flame and lightning stake but all you see are people using chaos bed vestiges, fire surge spam, tears of denial, deep protection etc.
Bleed builds are the new hotness. I can't have one session of PvP without some pleb pulling out sellsword twinblades or the carthus curved sword and buffing it with bleed.

Shields basically exist to eat a single hitor get you riposted instantly.
The only thing that will be remotely like a shield in a prior game is a greatshield, which will also fail in a few hits and drain huge amounts of stamina. They really, REALLY want rolling to be the primary defensive move in 3. And it's so ludicrously effective that if you don't care about attacking, it's pretty easy to never, ever be hit by anyone in PvP.

I personally prefer Dex because of my playstyle. I'm very careful: in and hit once maybe twice if I get a stunlock, then roll out. So I need something fast. That said, strength scales better and I've found a few weapons that I love geared more towards strength. Time your hits just right and you're good. Just keep messing around with different types of weapons and see what feels most natural to you
