Widowmaker CAN be better on attack than on defense because defense positions tend to be a lot more static. A mobile Widow > a static Widow taking potshots from the same spot all game.

Dumb question. Different game modes and maps favor different comps, and that's not even considering what the other team is using. Since its a rock/paper/scissors sort of game, the perfect comp is very dependent upon what it can counter.
