In my experience with solo queue pubfaggotry - Roadhog is pretty good, can heal himself, tank, push, hook people out from teams and all that.
Genji is probably one too, considering how he can counter most things, extremely mobile and thus has high survivability, and can clean up teams with his ult.

Got caught in the open as the close-range Reaper? Just press your invulnerability button and float over to a healthkit. You get this and many other movement tools completely free, there's nothing you give up for them, like sacrificing health with a rocket-jump.
The tools Overwatch gives you to solve problems are contained in a single button rather than a complex and difficult set of movements and/or offensive measures. The entire game revolves around identifying the correct rock-paper-scissors situation to press your button, then pressing it. There is no serious skill of any kind involved. You're going through the motions of what you think a video game entails.
The miniscule difference between a week-old Overwatch player and a year-old Overwatch player is lost in the cloud of instakill ultimates, teleports and AOE abilities. This game is transcendentally shit and there is no escape from it. This is the very profitable future of FPS. Hell. Population: you.

As far as raw power right now, McCree is probably the best to carry with. How many times have you seen the enemy McCree have 30+ elims, because its very common for me to see it.
But for me it's Genji. Once you get good with him you just feel so badass pushing through the enemy team and letting your team get in. But he does have a pretty high skill gap in terms of gameplay compared to the "press E to win any fight" of McCree

you listed all of the ultimates and then the shotguns. Is scout in tf2 noskill because he uses a shotgun? Is Heavy noskill because he has a turret gun?
You also listed Orb of Discord, which isn't an attack. It's a debuff. You can't miss with the jarate either.
You still have to aim. Your abilities won't save you if they're on cooldown, and you should always be playing around the cooldown of your enemy's abilities.
The only thing you listed that is complete bullshit is Tracer.

I think you could potentially dominate any game with anybody all by yourself if you're really good, but there's really no character specifically designed to do that. In Mobas carries start out underwhelming and then get almost unstoppable if they manage to secure an early advantage. The main difference is there's no character progression in shooters, the hero's stats and capabilities remain the exact same both at the start and at the end of the game (with some rare exceptions).
