You can't join since your parents and their parents have been living in the wasteland. Therefore, the Enclave will consider you a mutant no matter what you do. The only chance you can join the Enclave is if they come to your Vault while you're still residing there.

Of course, the alternate is to join the motherfucking NCR

no they joined the NCR there was a quest to help them join the NCR in Fallout 2 that involved a plot to threaten Vault city with raiders and the player can talk to like 5 people, each with their own ways and motives of how to solve the quest

its actually a great part of the game that shows how tangled and messey the Questlines get, its something i wish Bethesda had learned before making fallout 3&4

I think I fucked up
I decided to replay Fallout 1, and finally finish it this time. I picked Max Stone as a base character, and min maxed a low INT/PER high STR/ect, with the melee traits. Problem is, while he has melee tagged, SMALL AND BIG GUNS ARE TAGGED AS WELL WTF
Should I reroll and not fuck up, or continue my gunslinger with 1 PER?

The story was as serious as a GTA game. It was a social commentary making fun of everybody. The whole point of the story was that you are an outsider walking into American culture.

But if you want an in-universe reason, the DC area is irradiated to shit while California/Nevada only gave you rads in a few isolated areas, and the super mutants had the run of the downtown area, where most of the useful infrastructure was. This made the west coast much more conducive to rebuilding than the east coast.

Why did you minmax your attributes for melee but not change your tag skills?

Anyway, in Fallout 1 you can raise skills to 200% with no diminishing returns, so after a few levels you can get 95%-to-hit eyeshots even if you're eating serious penalties. Fallout 1 really isn't a game you need to minmax unless you've got some dramatically unusual build.

In Fallout 3 there's a vault full of FEV, apparently a fucking shitload of it since they've been pumping them out for decades at least. The mutants take prisoners just to turn them into more mutants.

In Fallout 4 they were produced by the Institute in their experiments with FEV. Again, apparently they performed a shitload of the same experiment and just released the mutants instead of euthanizing them every time.

Bethesda needed a generic enemy type and they don't give a shit about the lore, which is also why almost no super mutants show any intelligence. They're Orcs for the Fallout universe.

Some of them did. You can run into "remnants of the Master's army" random encounters and they are anything but peaceful. Even half of the mutants in Broken Hills wanted to get rid of the humans and ghouls.

And you're ignoring the fact that plenty of Mariposa super mutants were just as dumb as the ones in Fallout 3 and 4. It's right actually, there were reasons ingame but the existence of super mutants didn't contribute to the world or story in any way, they just needed a generic enemy type. The note you pick up from the mutants saying "KILL LOOT RETURN" should tell you all you need to know about Bethesda's views on super mutants.

Also, while there were plenty of dumb mutants in 1 and 2, it's nothing compared to 4, 3 didn't go overboard and at least had Fawkes, but the only mutant that showed any intelligence in 4 was Vergil, unless I missed one somewhere else, and even then he goes back to human soon after you meet him, so long as you let him.
