The single time I've gotten downsampling to work it stopped working as soon as I closed the game and reopened it to verify it'd continue to work.

change method of scaling (i.e. from "aspect ratio" to "no scaling")

I noticed that downsampling sometimes load and sometimes doesn't (win7 x64 and 750Ti)
I'm too dumb to figure out why, but that stupidly sounding solution above works everytime
