Probably because it would suck ass and wouldn't translate well.
Every single time a dev refuses to localize a game, it's for the same reason. They believe that localizing and marketing it to the west, would cost more than they would earn back because only a small niche cares for it.
F2P bux don't work the same way in the west as in Japan.
Just play on the Japanese servers with translation patch and enjoy the actual attention from devs, which you definitely would not get in a western version.

I've played it a few times but I got tired of updating, being alone all the time, and just quit eventually.
Why doesn't SEGA just sell the PSO IP to someone with the money to make it great, obviously they're either too afraid to spend money on it or they just don't have the money to spare, they can't afford to take a risk. Sell it to MS or get them to fund it.
Collaborations. They would rather whore it out to tons of Japanese corporations and fill the game with tons of shitty crossover costumes than deal with the legal nightmare of getting all that available in the U.S. version.
Or they could just not localize the collaborations. I'd be fine with that.

Nearly everyone interested is already on Ship 2. You aren't going to get them to switch to a localized version.
PSO2 is about rolling for the latest crossover gear to dress up your waifu, not gameplay. Most of them can't appear in a western version.
Sega of Japan still hates the western branches for Kalinske, and Americans for choosing Sony and Nintendo over them.

No point in doing so at this point in time because of the political correct push, Sega would not only have to remove content for the west because of licensing issues and probably some copyright claims, but also a bunch of lewd costumes because of potential backlash from social media over sexualized females.
