Those are houst rules, you fuchhead. Same thing with drawing until you can play. And who the fuck stacks skips so that person gets skipped that many times. The card isn't "lose a turn," it's "bypass that player." It should skip the number of cards that got played and the next player goes.
Also, self-stacking is stupid. Best rules are draw until you can play and stack specials (but not wild draw 4s unless you can legally play it anyways). Has a good balance of strategy and game length.

Stacking effect cards is great because not only does it encourage using them wisely, but it also gives way to makeshift alliances where players can actively try to dick each other over much harder than normal.
Full stacks is retarded because games go too quickly. In full stacks you can do retarded shit like say a green 2 was on top. It's your turn. You play a green reverse with a red reverse stacked on top. So you've now "reversed to yourself" according to the shittiest logic in the universe. From there you have a red 6, green 6, and blue 6. You can then play all of those together as well.
It's also common to have the house rule where if a player has the *exact* card that is ontop they can play it as if it were their turn. I don't really get this rule except it forces people to pay attention more.

The second card was placed down, a matching color. THE THIRD CARD WAS PLACED DOWN, A MATCHING COLOR!!!!!! It was as if on his path to the surface a massive tanker floated above him, blocking his path! He couldn't see anymore! HE COULD NOT SEE! His smirking opponent with just 1 card remaining though... conceded his turn. The tanker had passed over and the sun was visible once again. Kaiji could see. Kaiji could see the face of the card left in the tanker's wake...
